The short answer

A camping kitchen is not cleared for sale simply because its stove or induction cooktop has a familiar compliance mark.

The market-entry route depends on what is actually being supplied:

  1. a stove-free mechanical kitchen base;

  2. a removable gas stove sold with the base;

  3. a removable induction cooktop sold with the base;

  4. an appliance built into the furniture;

  5. a product intended for installation in a camper, caravan or boat; or

  6. a private-label bundle sold under the buyer’s brand.

Those six descriptions can lead to different legal roles, test standards, labels and documentation. In the EU, a gas appliance normally requires third-party conformity assessment under the Gas Appliances Regulation, while a mains-powered induction unit typically brings electrical safety, EMC, RoHS and waste-electrical obligations. Great Britain and Northern Ireland now need separate treatment. The United States has no single CE-style federal approval, so appliance safety listing, FCC authorization, federal consumer-product duties and state or channel requirements must be assembled into one plan. In Australia, a portable gas appliance normally needs Type A gas certification, while a portable induction cooker is generally high-risk Level 3 electrical equipment requiring certification, registration and RCM marking.

The safest sourcing sequence is therefore:

define the finished product → classify each market version → freeze the critical bill of materials → agree the test and certification route → approve labels and manuals → validate production against the certified construction.

This guide explains how to do that without paying for the wrong report or discovering a market restriction after the purchase order has been placed.

Why camping-kitchen compliance goes wrong

A buyer can spend months refining a good kitchen: drawer travel feels right, the hinges close cleanly, the worktop is level and the carton survives a drop test. Then the first retail compliance review begins and the project stops.

The usual problem is not that nobody ordered “certification.” It is that certification was treated as a document to collect at the end rather than a design input.

Consider a seemingly modest change. A brand chooses a more powerful burner after the first sample because boil time feels slow. The larger flame now runs closer to the windscreen. The windscreen reflects more heat toward a laminate edge. The gas hose exits through a different cut-out. The regulator changes because the target country uses another supply pressure. The cabinet still looks the same in a photograph, but the thermal, combustion and gas-train conditions are no longer the same.

Induction projects fail in a similar way. A supplier presents an electrical-safety report for a 220–240 V countertop cooker. The US buyer needs a 120 V model with a different power board and plug. The Australian buyer needs the model covered by an Australian Certificate of Conformity and registered by a local Responsible Supplier. The outdoor brand then recesses the cooker into a wood-based worktop, partly obstructing the cooling inlet used during the original appliance test.

In both cases, the document may be genuine while the finished product is outside its scope.

For B2B buyers, the practical lesson is simple: compliance belongs to an identified product construction, intended use and market version—not to a product photograph, a factory or a family name.

Start by defining what you are placing on the market

Before asking a supplier for CE, UKCA, UL, ETL, FCC or RCM documents, write a one-sentence legal and technical description of the sellable product.

Examples:

  • “A folding aluminum kitchen base supplied without a cooking appliance.”

  • “A portable outdoor kitchen sold as one retail SKU with a detachable LPG camp stove.”

  • “A private-label camping box with a 230 V removable induction hotplate and EU plug.”

  • “A drawer kitchen with a gas hob fixed into the worktop and intended for permanent installation in a caravan.”

These are not interchangeable.

The mechanical base may not need the same conformity mark as the cooker. That does not make it unregulated. Sharp edges, collapse points, tip-over, excessive surface temperatures, foreseeable misuse, food-contact claims, material restrictions, instructions and traceability still matter.

Conversely, placing a certified appliance inside a non-assessed structure does not make the structure invisible. If the final assembly changes the conditions under which the appliance was evaluated, the final manufacturer needs evidence that the combination remains safe.

Portable, built-in and vehicle-installed are different classifications

“Camping” describes a use case; it is not a standards classification.

A cooker may be:

  • freestanding and used on top of a table;

  • detachable but retained in a purpose-designed tray;

  • recessed into a worktop;

  • permanently fixed;

  • connected by a flexible hose to a remote cylinder;

  • connected to a cartridge within the appliance chassis;

  • connected to a vehicle’s gas installation; or

  • mains-powered, inverter-powered or battery-powered.

The standards that fit one configuration may expressly exclude another. For example, the scope of EN 484 for outdoor independent LPG stoves excludes appliances used in leisure vehicles and boats, while Australia’s AS/NZS 5601.2 addresses LP Gas installations in caravans and boats rather than the certification of a freestanding camp stove. The words “RV kitchen” should therefore trigger an installation review, not be added casually as an SEO phrase.

A buyer’s first classification worksheet

Complete this table for every SKU before requesting quotations. If an answer is unknown, mark it “open” and assign an owner. Do not let the factory fill the gap by assumption.

This worksheet is more useful than asking, “Do you have certificates?” It forces the project team to agree on the object that will be certified.

Outdoor brands sometimes assume that the factory remains the manufacturer because it physically builds the product. Product law does not always follow that commercial shorthand.

Under EU gas-appliance rules, an economic operator that places an appliance on the market under its own name or trademark, or modifies it in a way that may affect compliance, can take on the manufacturer’s obligations. The current UK guidance follows the same principle: a company that has a product designed or manufactured and markets it under its own name or trademark is treated as the manufacturer; importers and distributors can also assume manufacturer responsibilities when they rebrand or make compliance-relevant modifications. That does not mean every private-label buyer must own every laboratory report in the same way. It does mean the brand cannot rely on a purchase contract that says “factory responsible for compliance” as a substitute for its own legal duties.

A sensible private-label agreement should state:

  • which legal entity is named as manufacturer on each market version;

  • who owns or has continuing access to certificates and technical files;

  • whether the buyer’s trade name and model are listed on the certificate;

  • which component changes need written approval;

  • who pays for retesting after a change;

  • who controls label and manual revisions;

  • who keeps production and shipment traceability;

  • who handles regulator enquiries, incident reports and recalls; and

  • how long records remain accessible if the supplier relationship ends.

This is one reason a cheap “logo change” can become an expensive compliance project.

European Union: build one technical file, not a folder of logos

The EU route is easiest to understand when the gas appliance, electrical appliance and non-appliance base are assessed separately, then reviewed as a finished bundle.

EU gas versions: Gas Appliances Regulation 2016/426

Portable cookers fall within the broad gas-appliance sector covered by Regulation (EU) 2016/426, usually called the GAR. The European Commission specifically notes that this sector ranges from simple portable cookers to building boilers. GAR establishes essential requirements for safety and, where no more specific ecodesign measure applies, rational use of energy. For a camping-kitchen buyer, the normal workstream includes:

  • defining the gas category and destination-country supply pressures;

  • selecting the applicable conformity-assessment module with a GAR notified body;

  • testing the identified appliance type;

  • preparing technical documentation and a risk assessment;

  • operating production controls required by the chosen module;

  • issuing the EU Declaration of Conformity;

  • applying CE marking and the notified-body number where required;

  • supplying the prescribed data plate, warnings, installation or assembly information, and user instructions in the languages required by the destination countries; and

  • retaining required records and managing post-market issues.

The Commission warns that gas types and corresponding supply pressures vary across EU territories. “European LPG” is therefore not a complete gas specification. The RFQ should state the fuel, category, nominal pressure, regulator, cylinder or cartridge interface and countries of sale.

The scopes of BS EN 521:2019 and BS EN 484:2019 illustrate why the appliance layout matters. In July 2026, the EU also adopted a further implementing decision updating GAR harmonised-standard references. What a gas certificate does not automatically prove

A GAR certificate for stove model GS-200 does not, by itself, establish that:

  • buyer model CK-04 is covered;

  • a different regulator or hose is covered;

  • the product works with every European cylinder;

  • the stove can be used indoors, in a tent or under a fully enclosed awning;

  • the burner may be recessed into any worktop;

  • a windscreen may be moved closer to the flame;

  • a gas cylinder may be stored inside the kitchen cabinet during use;

  • the appliance is approved for an RV gas installation; or

  • the complete camping kitchen has passed stability and temperature tests.

Ask the notified body or certificate holder for a written model and variant schedule. Then compare that schedule with the approved sample, critical-component list and production bill of materials.

EU induction versions: electrical safety is only one layer

A typical 230 V induction hotplate falls within the voltage limits of the Low Voltage Directive 2014/35/EU. It will also normally require assessment under the EMC Directive 2014/30/EU and RoHS Directive 2011/65/EU. Depending on the product and supply model, WEEE producer-registration and waste-marking obligations, GPSR requirements and ecodesign rules for hobs may also apply. The LVD differs from GAR in an important way: it does not require a notified body. The manufacturer remains responsible for conformity assessment, technical documentation, the EU Declaration of Conformity and CE marking. Independent accredited testing is often the most credible evidence, but a laboratory cannot take over the manufacturer’s legal declaration. The Commission puts the point plainly: CE marking is affixed to the product after the prescribed conformity assessment; a “CE certificate” is not the mark itself. Portable hotplate or stationary hob?

For electrical safety, the first standards decision is often whether the cooker is portable or stationary:

  • IEC 60335-2-9 covers portable household and similar cooking appliances, including hotplates and induction wok hotplates.

  • IEC 60335-2-6 covers stationary cooking ranges, hobs and ovens, including induction hobs.

  • Both are used with the relevant edition of the general requirements in IEC 60335-1 and their European adoptions and amendments.

A removable cooker does not necessarily remain “portable” if the kitchen design fixes it into a recess, changes its ventilation or instructs the user to operate it only while installed. The laboratory should see the complete mounting arrangement before confirming the test standard.

EMC, power quality and the outdoor claim

Induction heating generates radio-frequency energy and places a substantial load on the supply. The EU EMC assessment typically needs both emissions and immunity work. Product-family standards such as EN 55014-1 and EN 55014-2, along with harmonic-current and voltage-fluctuation standards, may be relevant, but the laboratory should choose the current harmonised editions for the final product.

An “outdoor camping” claim introduces a separate design discussion:

  • Is the cooker actually intended for outdoor use?

  • What moisture, condensation and dust exposure is foreseeable?

  • What IP rating, if any, is claimed and tested?

  • Can rain enter the fan inlet or control panel?

  • Is the plug connection kept off the ground?

  • Does the manual prohibit operation in rain?

  • Is the surface beneath the cooker stable, level and heat resistant?

  • Can a generator or inverter supply the required continuous power and acceptable waveform?

Do not turn “portable” into “weatherproof” in marketing copy unless the construction and evidence support it.

Ecodesign and WEEE need an owner

The European Commission states that Regulation (EU) 66/2014 covers domestic gas and electric hobs and that hobs have ecodesign, but not energy-label, requirements. Scope depends on the precise product definition, and current standby requirements can also be relevant. European Commission hobs guidance

WEEE is handled through national producer-registration and financing systems. The contract should identify whether the importer, brand owner or another entity is the “producer” in each country, who registers, who reports volumes and whose registration number is used. An EU Declaration of Conformity does not complete these extended-producer-responsibility tasks.

EU GPSR: the safety net around the complete product

The General Product Safety Regulation (EU) 2023/988 applies as a safety framework for consumer products and fills gaps not fully addressed by sector legislation. Manufacturers must ensure safety by design, conduct an internal risk analysis and prepare relevant technical documentation. Products also need identification and economic-operator traceability, and products offered online need the prescribed manufacturer and responsible-person information in the offer. For a camping kitchen, a useful GPSR risk file goes beyond the cooker report. It should address:

  • collapse or unintended folding;

  • finger and hand entrapment;

  • sharp sheet-metal edges and burrs;

  • drawer or slide release during transport;

  • tip-over with drawers and side tables extended;

  • loss of stability on foreseeable uneven ground;

  • worktop and shelf overload;

  • hot surfaces and heat transfer into the furniture;

  • windscreen reflection toward controls, hoses or combustible panels;

  • pan displacement;

  • gas hose abrasion, kinking and contact with hot parts;

  • electrical cord pinch, strain and hot-surface contact;

  • water from the sink reaching electrical parts;

  • appliance ventilation obstruction;

  • unsafe storage of a cylinder or cartridge;

  • foreseeable use inside a tent, awning or vehicle;

  • incorrect packing that damages a regulator, hose, glass top or plug; and

  • foreseeable replacement of critical parts with incompatible spares.

If the manufacturer is outside the EU, identify the required EU-based economic operator before label and online-listing artwork is approved. Do not add a random “EU representative” address after production.

EU documents a buyer should have before shipment

For a gas-and-induction product family, the exact pack differs by SKU, but the buyer should be able to assemble:

  • product definition and intended-use statement;

  • model and variant matrix;

  • final drawings and controlled bill of materials;

  • critical-component certificates and specifications;

  • full appliance test reports with product photographs;

  • GAR notified-body certificate and surveillance documents for the gas version;

  • electrical safety, EMC and RoHS evidence for the induction version;

  • ecodesign evidence if the cooker is in scope;

  • technical risk assessment for the complete camping kitchen;

  • signed EU Declaration of Conformity naming the exact model and legislation;

  • manufacturer, importer and EU responsible-person details as applicable;

  • final product labels and carton labels;

  • destination-language instructions and safety warnings;

  • WEEE/EPR registrations assigned to the correct economic operator;

  • batch or serial traceability plan;

  • production test specification; and

  • change-control procedure linked to the certificate holder and conformity-assessment body.

This should be a controlled dossier, not a messaging-app album of certificate screenshots.

United Kingdom: never write “UK” as one compliance column

The United Kingdom has two distinct product-marking routes for this subject:

  • Great Britain (GB): England, Scotland and Wales

  • Northern Ireland (NI)

Treating them as one destination is one of the fastest ways to approve the wrong label.

Great Britain: UKCA or recognised CE route

Current UK government guidance states that, for electrical equipment, EMC, gas appliances and RoHS, businesses may use either the UKCA route or the recognised CE route to place goods on the GB market. The legislation continuing CE recognition took effect on 1 October 2024. UK product-marking table, updated March 2026

This flexibility does not mean “an EU carton is automatically fine in Britain.” The manufacturer and importer must still meet the GB obligations corresponding to the route used, including correct declarations, contact details, English instructions, traceability and document retention.

For gas appliances, the GB framework is Regulation 2016/426 as it applies in GB together with the Gas Appliances (Enforcement) and Miscellaneous Amendments Regulations 2018. The official guidance requires the manufacturer to maintain the declaration and technical documentation for ten years, and requires importers to verify conformity assessment, marking, accompanying information and manufacturer labelling. For an induction version, typical GB instruments include:

  • Electrical Equipment (Safety) Regulations 2016;

  • Electromagnetic Compatibility Regulations 2016;

  • Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment Regulations 2012;

  • General Product Safety Regulations 2005 where applicable; and

  • ecodesign and waste-electrical rules where the product is within scope.

UK designated standards can provide a rebuttable presumption of conformity with relevant GB essential requirements, but they do not transfer responsibility away from the manufacturer. UK designated standards guidance

Do not create a declaration that lists both regimes carelessly. Each declaration must accurately identify the legal route, legislation, standards, product and conformity-assessment body used.

Northern Ireland: CE, or CE plus UKNI

Relevant EU product rules continue to apply in Northern Ireland under the Windsor Framework. The product normally bears:

  • CE when an EU notified body is used for mandatory third-party conformity assessment; or

  • CE + UKNI when a UK-based Northern Ireland notified body performs that mandatory third-party assessment.

UKNI is never used alone. The current government guidance also explains that the technical file should include test reports, design documents and risk assessments, and that product records are typically retained for ten years subject to the applicable sector regulation. If the same gas cooker is intended for the Republic of Ireland and other EU countries, plan the notified-body route before certification. A CE + UKNI marking cannot be treated as a general passport to the EU market.

United States: there is no single federal “approval”

US market entry is often misunderstood because several different systems sit beside one another:

  • mandatory federal product and reporting rules;

  • appliance safety standards and third-party listings;

  • FCC equipment authorization for induction equipment;

  • state and local code requirements;

  • retailer, marketplace, insurer and commercial-customer specifications; and

  • customs and state chemical-warning obligations.

A product can satisfy one layer and still fail another. “FCC approved” says nothing about gas safety. An ETL or UL listing does not replace FCC Part 18 authorization. Customs release does not prove consumer-product compliance.

US gas versions: start with the exact fuel system

For a portable gas camp stove, CSA/ANSI Z21.72 • CSA 11.2 is a common North American product-safety standard. The current catalog edition is CSA/ANSI Z21.72:19 (R2024) / CSA 11.2:19 (R2024), titled Portable type gas camp stoves. Its scope is defined by appliance type, burner input and fuel-supply arrangements; it is not a generic standard for every outdoor gas cooker. CSA Group standard page

Other gas-cooking architectures can fall under different ANSI/CSA standards. The certification body should classify the appliance from drawings that show:

  • fuel and cylinder or cartridge type;

  • burner input in Btu/h and kW;

  • number and arrangement of burners;

  • regulator and manifold;

  • valve, ignition and flame-supervision design;

  • hose and connector;

  • enclosure and windscreen;

  • pan supports;

  • intended outdoor-use conditions; and

  • whether the appliance is portable, built in or vehicle connected.

There is no one federal law saying that every consumer camp stove must carry one named laboratory mark in every sales situation. In practice, a listing from a recognized certification organization may be required by state or local adoption of fuel-gas rules, an authority having jurisdiction, a retailer, marketplace, insurer, rental operator or commercial customer. The buyer should obtain written channel requirements before selecting the certification program.

What to verify on a US gas listing

Do not stop at a logo in a photograph. Verify:

  • the certification organization and online directory record;

  • the certificate or listing holder;

  • the exact brand and model;

  • fuel and pressure;

  • burner count and input;

  • production plant;

  • applicable standard and edition;

  • listed accessories, regulators and connectors;

  • required listing mark and control number;

  • factory surveillance arrangement; and

  • any conditions of acceptability or installation limitations.

If the camping-kitchen brand adds a windscreen, changes the pan support, encloses the cartridge, supplies a different regulator or mounts the stove in a recess, send the proposed assembly to the certification organization for a scope decision before tooling.

US induction versions: safety listing and FCC are separate projects

ANSI/UL 1026 is a common safety standard for household electric cooking and food-serving appliances rated 250 V or less, including products intended for ordinary locations and certain casual or permanent outdoor uses. Its scope still needs to be matched to the exact induction product; household ranges and commercial cooking equipment can follow other standards. The active sixth edition was revised in June 2026. A Nationally Recognized Testing Laboratory, or NRTL, can certify products within its OSHA-recognized scope. UL and Intertek are familiar names, but “UL” and “ETL” are certification marks, not generic names for all testing. OSHA explains that NRTL approval is required for many kinds of electrical equipment when used in workplaces. For consumer retail, listing is also frequently a channel, insurance or local-code gate even where OSHA workplace rules are not the direct legal basis for the sale. OSHA NRTL FAQ, current NRTL list

Ask the retailer and intended users whether the kitchen may be used by:

  • equipment-rental companies;

  • outdoor education businesses;

  • event operators;

  • campsites;

  • fleet or hospitality customers; or

  • employees in a workplace.

The answer can change the importance of an NRTL listing even when the product is marketed as a camping appliance.

FCC Part 18 applies to induction cooking

Induction cooking equipment uses radio-frequency energy for heating and falls within the FCC’s Industrial, Scientific and Medical equipment rules in 47 CFR Part 18. The current rule states that consumer ISM equipment, unless otherwise specified, must be authorized before use or marketing under either Supplier’s Declaration of Conformity or certification. For procurement, request:

  • the applicable Part 18 test report;

  • clear identification of the tested model;

  • operating-frequency and rated-power configuration;

  • test setup and photographs;

  • the US responsible party information required for the authorization route;

  • compliance information supplied to the user;

  • label or e-label artwork where applicable; and

  • confirmation that the production power board, coil, filters, firmware and enclosure match the tested unit.

A change in coil, switching device, power board, EMI filter, shielding, firmware power mode or cord can affect Part 18 results. These items belong on the critical-component and change-control list.

CPSC: do not issue a GCC by reflex

The Consumer Product Safety Commission oversees general consumer-product safety and numerous product-specific rules. A General Certificate of Conformity is required when a general-use product is subject to an applicable CPSC-enforced consumer-product safety rule, ban, standard or regulation. If the product is not subject to one of the listed requirements, a GCC is likely not required. CPSC GCC FAQ, CPSC general-use certification guidance

This distinction matters. Buyers should not ask a supplier to invent a GCC with no cited rule. They should:

  1. determine which CPSC-enforced requirements apply to the finished SKU;

  2. create a test or reasonable-testing basis for each applicable citation;

  3. have the legally responsible US importer issue the GCC for an overseas-made regulated product; and

  4. meet the current electronic filing requirements where applicable.

As of 8 July 2026, CPSC notes that importers of most regulated consumer products must electronically file certificates of compliance through the CBP Partner Government Agency message set. That affects products which actually require certificates; it does not turn every camping kitchen into a GCC product. CPSC rules requiring a GCC

Whether or not a model has a GCC duty, manufacturers, importers, distributors and retailers have Section 15 reporting obligations when information reasonably supports that a product has a defect creating a substantial risk of injury, fails an applicable rule or presents an unreasonable risk of serious injury or death. US state, customs and channel items

The federal product file is not the end of the US checklist.

California Proposition 65

Proposition 65 is exposure based, not a universal sticker requirement. A business must determine whether its product causes an exposure to a listed chemical that requires a clear and reasonable warning. OEHHA advises businesses to use material knowledge, testing or an exposure assessment; the presence of a listed substance alone is not the complete legal test. OEHHA business FAQ

Potential review points in a camping kitchen include brass components, coatings, plasticizers, electrical components and combustion-related exposures. Do not paste a warning onto every carton as a substitute for assessment, and do not promise “Prop 65 compliant” without defining what that statement means.

Country-of-origin marking

US Customs and Border Protection states that, unless an exception applies, foreign-origin articles entering the United States must be legibly marked with the English name of the country of origin. The importer should approve location, permanence and any proximity issues created by US brand names or addresses. CBP country-of-origin guidance

Retailer and marketplace files

Large channels may ask for more than the regulatory baseline:

  • current listing-directory links;

  • factory inspection authorization;

  • product liability insurance;

  • California chemical review;

  • bilingual copy;

  • packaging transit tests;

  • restricted-substance declarations;

  • warning review;

  • traceability samples;

  • recall contacts; and

  • test reports uploaded to a compliance portal.

Obtain the channel checklist before certification. A report to the wrong standard is not improved by paying for it twice.

Australia: overseas marks do not replace Australian approval

Australia has a particularly clear message for gas appliances: CE and North American CSA certification are not sufficient on their own. Electrical products also have a local system in which the importer’s registration and product registration matter alongside test evidence.

Australian gas versions: Type A certification

Australian state and territory rules make it an offence to sell, supply or offer an uncertified Type A gas appliance. Energy Safe Victoria’s national guidance states that Type A appliances must be certified by an authorized Conformity Assessment Body before they are offered for sale or hire, and certification must be established at manufacture. For a domestic outdoor cooking appliance, AS/NZS 5263.1.7:2020 and Amendment 1:2024 are important current references. The standard covers domestic outdoor gas cooking appliances with energy input not exceeding 200 MJ/h, but the CAB must confirm that the actual cooker is within its scope. Other portable or mobile LPG architectures may involve AS/NZS 2658 or another part of AS/NZS 5263. Standards Australia AS/NZS 5263.1.7:2020

The certification application should freeze:

  • gas type and test gases;

  • inlet pressure;

  • regulator;

  • hose and end connection;

  • injector;

  • valve and ignition;

  • flame-failure or overpressure protection where applicable;

  • burner input;

  • cartridge or cylinder arrangement;

  • pan support;

  • windscreen and enclosure;

  • labels, instructions and warnings; and

  • all models and trade names.

Australian regulators have previously taken broad action against portable butane “lunchbox” cookers that failed overpressure tests. This history is a useful warning against treating cartridge layout or thermal protection as a styling detail. ACCC portable-cooker safety notice

The compliance plate belongs in the artwork plan

The data plate is not an optional factory sticker. The Australian guidance says anyone selling or supplying a Type A appliance must ensure that a compliance data plate is affixed. Online listings should show enough information to establish the certification status, and the model should be searchable against the certificate record.

At sample approval, photograph:

  • the complete appliance;

  • the compliance plate;

  • the Gas Compliance Mark and CAB mark;

  • the certification number;

  • gas type and pressure;

  • model and trade name; and

  • required outdoor-use warnings.

Compare those photographs with the certificate database entry before shipment.

Australian induction versions: EESS Level 3 and RCM

Portable cooking appliances are listed as Level 3 high-risk electrical equipment under the Australian electrical-equipment framework. Level 3 equipment must be linked to a registered Responsible Supplier, registered in the national EESS system, supported by a valid Certificate of Conformity from a recognized certifier and marked with the RCM. For a portable induction hotplate, likely safety-standard candidates include:

  • AS/NZS 60335.1:2022, general safety requirements; and

  • AS/NZS 60335.2.9:2020, particular requirements for portable cooking appliances.

The exact editions and amendments accepted for certification should be confirmed with the certifier and the current EESS relevant-standard rules. AS/NZS 60335.1:2022, AS/NZS 60335.2.9:2020

Four items are needed—not just an RCM graphic

For Level 3 equipment, a compliant route normally involves:

  1. a valid Certificate of Conformity for the identified equipment;

  2. an Australian or New Zealand entity registered as the Responsible Supplier;

  3. registration of the equipment to that Responsible Supplier in EESS; and

  4. correct RCM marking, supported by continuing compliance.

EESS explicitly notes that a certificate holder need not be an Australian or New Zealand entity, but a Responsible Supplier must be. It also notes that a certificate alone does not authorize sale or use of the RCM. EESS certification guidance

If three unrelated Australian importers bring in the same overseas model, each may need its own Responsible Supplier and equipment registration arrangement. The OEM should plan model access and certificate authorization accordingly rather than promising that “one RCM covers all customers.”

ACMA EMC: the same mark represents another scheme

The RCM is used by both EESS for electrical safety and the Australian Communications and Media Authority for its labelling requirements. Those are independent compliance schemes. Applying the symbol after electrical certification does not automatically complete the ACMA work. EESS explanation of the RCM

ACMA regulates electromagnetic compatibility for many household electrical and electronic products, including kitchen appliances. Suppliers must identify the applicable EMC standard and compliance level, obtain the required evidence, sign and retain a supplier declaration, register where required and label only after completing the preceding steps. For an induction product, keep the Australian EMC assessment tied to the same production power board, coil, filters, enclosure and firmware as the registered electrical-safety model.

Caravan and camper installations

A freestanding cooker certified as an outdoor appliance is not automatically approved for connection to a caravan gas installation. AS/NZS 5601.2:2020 addresses design, installation and commissioning of LP Gas installations in caravans and boats for non-propulsive purposes. Installation work, cylinder storage, ventilation, clearances, appliance connection and commissioning can involve licensed persons and state or territory enforcement. AS/NZS 5601.2:2020

If a drawer kitchen is marketed for a camper trailer, decide whether:

  • it is portable equipment carried by the vehicle and used freestanding outside;

  • it mounts to the vehicle but uses a self-contained certified appliance;

  • it connects to the vehicle’s LPG installation; or

  • it is a permanent installed cooking system.

Do not let lifestyle photography make that decision. Put the intended installation in the specification and have the relevant gas certifier and local installation specialist review it.

Australian Consumer Law duties continue after certification

The Australian Competition and Consumer Commission states that businesses must sell safe products, comply with mandatory standards and bans, maintain quality assurance, test as appropriate, market honestly and provide clear instructions. A voluntary safety recall must be notified within two days, and serious injury, illness or death associated with a supplied product must also be reported within two days. Certification is therefore the beginning of production control, not the end of responsibility.

The compliance question most buyers miss: what happens when the cooker enters the kitchen?

Appliance reports are normally produced under defined test conditions. A camping-kitchen structure can change those conditions in several ways.

Heat

A windscreen reduces flame disturbance, but it can also reflect heat toward a knob, hose, regulator, worktop edge or painted panel. An induction unit expels heat through its fan and may draw air from its underside. Recessing it or placing a storage bag below it can raise internal temperatures.

The integration review should map:

  • flame and hot-product zones;

  • appliance-to-panel clearances;

  • underside temperatures;

  • reflected heat from windscreens;

  • cooker air inlets and outlets;

  • cord and hose paths;

  • user touch surfaces;

  • adjacent utensil hooks and fabric storage; and

  • temperatures after foreseeable long-duration operation and abnormal use.

Do not validate only at room temperature in a still laboratory. An outdoor product may operate in high ambient temperature, direct sun and wind.

Stability

A base that is stable when empty may tip when:

  • the cooker tray is fully extended;

  • a large pot is offset;

  • a side table is loaded;

  • the water tank is removed from one side;

  • the product is used across a campsite slope; or

  • the user presses down while stirring.

The test plan should define filled-pan loads, drawer positions, foot adjustment and maximum permissible ground slope. If the product requires anchoring to a vehicle, state that clearly and validate the attachment points.

Fuel and cord routing

Gas hose design needs more than a “keep away from heat” sentence. Define minimum bend radius, abrasion protection, connection access, leak-check method and storage position. Prevent the user from closing a drawer on the hose.

For induction, define cord exit, strain relief, plug access and water separation. Make it physically difficult to route the cord across the cooking surface or pinch it in the folded product.

Foreseeable misuse

Camping kitchens invite behaviors that do not occur in a domestic test kitchen:

  • cooking in a tent during rain;

  • surrounding the product with windbreak fabric;

  • storing the LPG cylinder in a zipped cabinet;

  • operating the stove while the product is partly folded;

  • using an oversized pan that reflects heat downward;

  • running induction from an undersized inverter or extension lead;

  • covering cooling vents with cookware or a towel;

  • leaving greasy fabric close to the flame; or

  • packing the appliance while it is still hot.

Good design removes as many of these failure paths as practical. Warnings handle the residual risk; they should not be the only control.

The compliance dossier: what to request, and what each item should prove

An efficient buyer does not ask for “all certificates.” That request produces volume, not certainty.

1. Product scope sheet

One page should identify:

  • product name and exact model;

  • all trade names;

  • product layer: base, appliance, integrated assembly or bundle;

  • markets;

  • intended and prohibited uses;

  • gas or electrical ratings;

  • supplied accessories;

  • installation method; and

  • variants covered.

Every report should be mapped to this sheet.

3. Full test reports

A certificate gives a conclusion; the report shows what was assessed. Review:

  • model and photographs;

  • ratings;

  • construction;

  • deviations and conditions;

  • critical components;

  • test results;

  • test laboratory accreditation and scope; and

  • edition and amendments of the standard.

If the supplier refuses to provide a full report, establish an acceptable controlled-access arrangement among the certificate holder, buyer and conformity-assessment body before placing the order.

4. Critical bill of materials

Gas critical parts commonly include injector, regulator, hose, valve, manifold, burner, seal, ignition and safety device. Induction critical parts commonly include PCB, coil, IGBT or power switching device, EMI filter, fuse, thermal cut-out, fan, cord, plug, enclosure materials and firmware power settings.

The factory should not substitute these on the basis of “same specification” without a documented equivalence review and, when required, approval from the certification body.

5. Risk assessment for the finished kitchen

The risk file should cover the complete product in every operating state:

  • packed;

  • carried;

  • deployed;

  • cooking;

  • washing;

  • cooling;

  • folded; and

  • stored.

Record the hazard, foreseeable scenario, severity, probability, design control, protective measure, warning and validation evidence. Include children and less experienced users where foreseeable.

6. Labels and manuals

Create an approval proof showing:

  • rating plate;

  • conformity marks and body numbers;

  • model and batch or serial code;

  • manufacturer and importer details;

  • gas type, pressure and input;

  • electrical voltage, frequency and power;

  • indoor/outdoor restriction;

  • hot-surface and ventilation warnings;

  • compliance or certification number;

  • origin mark;

  • destination-language text; and

  • manual revision.

The report model, product plate, carton, declaration, invoice and website listing must agree.

7. Production-control plan

Define incoming checks and end-of-line tests. Depending on the product, these may include:

  • gas leakage and pressure checks;

  • ignition and flame stability;

  • safety-device function;

  • electrical dielectric strength, earth continuity and leakage current;

  • functional power and control checks;

  • fastener torque;

  • worktop and slide load;

  • stability with the cooker and pans;

  • appliance retention;

  • folding interlock;

  • label presence and scan;

  • accessory count; and

  • carton traceability.

Specify sample sizes, limits, records, reaction plans and calibration.

8. Change-control agreement

No change should enter mass production until it is classified as:

  • cosmetic and non-critical;

  • document-only;

  • engineering change requiring internal validation;

  • certification-body review; or

  • retest / new certification.

Frequently asked questions

Does a portable camping kitchen need CE marking in the EU?

It depends on the supplied product. A gas appliance under GAR and a mains induction cooker under applicable electrical and EMC legislation normally need CE marking. A stove-free mechanical base should not be CE marked merely because it is sold beside a cooker, unless separate CE-marking legislation applies to that base. It still needs to satisfy GPSR and other applicable safety and material rules.

Can one gas stove certificate cover every EU country?

Not automatically. GAR creates a harmonized legal framework, but gas types, pressures, regulators, connectors, instructions and destination details still matter. The certificate and technical documentation must cover the exact model and relevant gas categories.

Is a gas stove certified to EN 521 suitable for a caravan installation?

Do not assume so. EN 521 addresses specified portable LPG appliances. A cooker connected to a vehicle gas installation can trigger different appliance and installation requirements. Classify the final use with the certification body and vehicle-installation specialist.

Does an EU induction cooker need a notified body?

The Low Voltage Directive does not require a notified body; the manufacturer is responsible for conformity assessment. Independent laboratory testing is common and valuable. GAR gas appliances are different because GAR always requires third-party involvement.

Can the same CE-marked product be sold in Great Britain?

For gas appliances, electrical equipment, EMC and RoHS, current GB rules recognize the CE route as an alternative to UKCA. GB importer, declaration, traceability, English-instruction and other applicable obligations still need to be met.

Can UKNI be used without CE?

No. UKNI accompanies CE when a UK-based Northern Ireland notified body performs mandatory third-party conformity assessment. It is not used alone.

Is UL certification legally required for every US induction camping kitchen?

There is no one simple federal rule requiring a UL mark on every consumer unit. An NRTL listing may nevertheless be required for workplace use and is frequently required by retailers, insurers, local authorities or commercial buyers. Confirm the intended channel and use.

Does a US induction cooker need FCC authorization?

Yes, induction cooking equipment falls under FCC Part 18. Consumer ISM equipment generally needs either Supplier’s Declaration of Conformity or certification before marketing, together with applicable compliance information.

Does every US camping kitchen need a General Certificate of Conformity?

No. A GCC is required when the general-use product is subject to an applicable CPSC-enforced requirement that calls for certification. The US importer should document the rule analysis rather than issue a generic GCC.

Is CE or CSA gas certification accepted in Australia?

Not as a substitute for Australian Type A certification. Australian regulator guidance explicitly states that overseas CE and North American CSA certification are insufficient. The appliance needs the applicable Australian certification, compliance plate and record.

Is an RCM mark enough for an Australian induction cooker?

No. A portable cooking appliance is generally Level 3 equipment. The route normally includes a valid Certificate of Conformity, a registered Australian or New Zealand Responsible Supplier, EESS product registration and RCM marking, as well as ACMA EMC compliance.

Does changing the color require retesting?

Sometimes no; sometimes review is still needed. A coating change can alter flammability, heat resistance, hazardous substances, food-contact suitability or electrical insulation. Use the formal change-control classification rather than assuming color is cosmetic.

Can a factory substitute an equivalent gas regulator or induction PCB?

Not without review. These are typically critical parts. The certificate holder and certification body may need to approve the change, and retesting may be required.

Who should own the compliance file in a private-label project?

The legal manufacturer and importer must have the access required to fulfill their duties. Commercial ownership can be negotiated, but no brand should enter a market if its required records disappear when the supplier relationship ends.

When should compliance work begin?

Before the product architecture and RFQ are frozen. The correct order is classification, design review, production-intent sample, test, certification, artwork, pilot production and shipment. Starting after tooling creates avoidable redesign and retest costs.
